The International Fiscal Association (IFA) was established in 1938 with its headquarters in the Netherlands. It is the only non-governmental and non-sectoral international organisation dealing with fiscal matters.
Its objects are the study and advancement of international and comparative law in regard to public finance, specifically international and comparative fiscal law and the financial and economic aspects of taxation.
IFA seeks to achieve these objects through its Annual Congresses and the scientific publications relating thereto as well as through scientific research. Although the operations of the IFA are essentially scientific in character, the subjects selected take account of current fiscal developments and changes in local legislation.
Membership of IFA now stands at more than 12,500 from 116 countries. In 70 countries IFA members have established IFA Branches. Direct membership is possible in countries where there is as yet no IFA Branch. Along with the increasing internationalization of the world’s economies, international tax issues have become more numerous and of greater importance. Since the end of the second World War IFA has played an essential role both in the development of certain principles of international taxation and in providing possible solutions to problems arising in their practical implementation. It has been able to do so because its membership consists of high level representatives from both the private and the public sectors, including the Courts, Universities and international governmental and non-governmental organizations and because the Association has maintained over the years high standards in its debates and conclusions. Thus IFA has offered the necessary forum to experts belonging to different sectors of society, where opinions on topics of international taxation can be exchanged with respect for each other’s background and responsibilities.
IFA Central
Membership of the Association is open to individuals and corporations alike. In addition to the right to register for the Annual Congresses at a reduced rate, members of the IFA receive free of charge the two volumes of the “Cahiers de Droit Fiscal International” published annually and the Congress Invitation Programme. Corporate members may send two delegates to the annual Congresses and are consequently supplied with two sets Cahiers and two Congress Invitation Programmes. As an extra service, online versions of the IFA Cahiers as from 1980 have been made available on the website of IFA’s Sister Organisation, the International Bureau of Fiscal Documentation (IBFD) in Amsterdam. IFA members in “good standing” (i.e. having no arrears in their annual membership fees) can access these publications free of charge via the secured section of the IFA website. The Cahiers are also available for IFA members in Epub format. One of the advantages is that new Cahiers will be made available on the Internet as soon as the printed books are available, i.e. annually on June 15.
Accessible to IFA members only are the Documents Databases and the List of IFA members, which are available on the secured part of the website.The List of Members contains the names and addresses of all IFA members, including applicants for membership who will be admitted at the next Annual Congress. The list contains more than 12,500 addresses which are updated daily on the basis of information supplied by the IFA Branches, or otherwise.Please note: The Secretary General, upon review of the material to be distributed, may give permission to third parties to purchase the Membership List sold to third parties without email addresses. Candidates for membership must be sponsored by the IFA Branches, to which they should apply. Please click on IFA Branches for an uptodate list of the 68 IFA Branches.
Applications for membership from countries where there is no IFA Branch should be made to the General Secretariat accompanied by a recommendation from two members of the Association. The General Secretariat coordinates the Association’s administrative and scientific activities. Among other conditions, more than twenty members are required for the establishment of a new Branch.Via the page “What is IFA” a survey can be consulted, which gives an impression of the geographical spread of the members affiliated to the IFA Branches and of the direct members.
